Is it just monitoring and support?

No — monitoring is the baseline. Depending on your plan you get pipeline management, architecture improvements, infrastructure change reviews, a Slack channel, and strategy calls with your technical lead. Think of it less as a support contract and more as a part-time senior hire who already knows what they are doing from day one.

How is this different from a freelancer or an agency?

Freelancers are project-based and move on. Agencies route your work through account managers before it reaches an engineer. With our retainer you work directly with senior engineers who take ongoing responsibility for your infrastructure, month to month.
